From December 25, 2024, Decree 147/2024 on management, provision, and use of internet services and online information takes effect, there will be new regulations binding on social network users.
Decree 147/2024 of the Government, effective from December 25, 2024, will replace Decree 72/2013 and Decree 27/2018 on management, provision and use of internet services and online information.

First, according to point e, clause 3, Article 23, point b, clause 3, Article 27, clause 10, Article 82 of Decree 147/2024, within 90 days from December 25, 2024, cross-border social networks and domestic social networks must authenticate the accounts of users of social network services using mobile phone numbers in Vietnam.
Only in cases where the user confirms that he or she does not have a mobile phone number in Vietnam will the account be authenticated using a personal identification number.
Second, users of social networking services using the livestream feature for commercial purposes must authenticate their accounts with personal identification numbers.
Ensure that only authenticated accounts can post information (write articles, comments, livestream) and share information on social networks.
In case children under 16 years old use social networks, parents or guardians must register with their information and must monitor and manage the content that children post and share on social networks.
Third, from December 25, 2024, social network accounts will be permanently locked if content that violates national security is posted.
Specifically, when a social network user's account posts content that violates national security and there is a request from the Ministry of Information and Communications, the Ministry of Public Security or a competent authority, the social network provider must permanently lock and not allow users in Vietnam to access that social network account.
Among them, acts considered to be using cyberspace to violate national security can include insulting the nation, national flag, national emblem, national anthem, leaders, national heroes;
In addition, if a social network account regularly posts content that violates the law (in 30 days, at least 5 times providing content that violates the law, or in 90 days, at least 10 times providing infringing content, and is required by the Ministry of Information and Communications or the Ministry of Public Security to prevent and remove it), the account will be temporarily locked for 7 to 30 days, and if it is temporarily locked 3 times or more, the account will also be permanently locked.
In addition to having their accounts locked, if social network users post content that violates national security or violates the law, depending on the nature and extent, they will also be subject to administrative sanctions or even criminal prosecution according to regulations.
Thus, social network accounts will be permanently locked if they post content that violates national security or have been temporarily locked 3 times or more.
For any posted content that is deemed to violate the law, competent authorities will base it on Articles 8, 16, 17 and 18 of the Law on Cybersecurity.
